Documents: Woman Found Frozen Outside

Shocking details about the death of a patient at a family care home in Buncombe County. News 13 first reported that Jean Catt died of exposure at the Angel Care two weeks ago. A 35-page report details how Jean Catt apparently left her building at Angel Care and sat down in a chair in the snow.

Angel Care is a group of seven buildings that house patients in the Richmond Hill neighborhood. A medical examiner's report showed that Catt died of cardiopulmonary arrest following hours of hypothermia.

We know how it happened from the statement of deficiencies investigation by the State Department of Health and Human Services and the Buncombe County DSS. It shows an officer saw a female sitting outside ‘in the 9 degree’ weather. The officer started screaming for help, but no one responded. Rescue workers responded to the call for help and they say the patient was frozen to the chair where she was sitting.

The Angel Care staff member staying at Catt's building told investigations he usually was up by 7 a.m., but was dog tired last night and laid back down around 1:30 am. He did not hear the door alarm or any noises until another staff member woke him up.

Catt died at the hospital at 10:41 a.m. There's no indication how long she was sitting in the chair with wind chills below zero.

Catt’s sister says she's glad the information has been released. Lila Stout tells tells News 13 that the family has waited a month to find out what happened. Stout says her sister went through a traumatic event, and she can't understand how something like this could happen.

Bianka Faison Gray, owner of Angel House Family Care Homes. says she and the staff and residents are devastated by what happened, but they cannot talk about it while the case is under investigation.

The sheriff's department also says the investigation is ongoing, but has no updates at this time.
