North Carolina Environmental Quality officials have cited a Hendersonville asphalt plant owner for water quality violations.

SE Asphalt owner Jeff Shipman has until Sept. 6 to submit a plan to clean sediment from Laurel Creek, which runs near his business on Spartanburg Highway. He faces up to a $25,000 fine per day for each violation.

Shipman has tried unsuccessfully to build an asphalt plant in East Flat Rock.
